Sunrise collects system development charges (SDC’s) pursuant to ORS 223.297-223.314 at the time of water service installation. SDC’s pay for future improvements to the water system and reimburse ratepayers for a portion of previous investments in water treatment, transmission, pumping, and storage. The SDC fees were updated in March 2026 and become effective on April 15, 2026. The fees are subject to annual adjustment, as approved by the Board of Commissioners. Installation charges are based on the actual cost of materials and labor associated for the installation of a new meter and service connection. Charges for residential meters are generally uniform, however, larger meters and unusual installations may require an estimate to be produced and paid prior to installation.
